I always make it a point that my webpages <petergjimenea.blogspot.com> and <peterjimenea.blogspot.com> are for free. Copying, lifting and publishing any contents thereof are absolutely allowed.

That’s where my friend Hydrocephallus failed to cover himself from these series even if he succeeded somehow in enticing my usual outlets, weeklies, from publishing my pieces using the carrot-and-stick approach. Now, he is wet all over.

Lately, he has taken a tactical retreat from his obsession of booting Kingdom Information Officer (KIO) Ma’am Malou out from her office and pave the way for his take over along with his Jijimon reporters.

No less than King Tura ordered him to cease and desist . The king threw on his lap the obligation of producing daily news and opinion items to promote the good name of the kingdom.

As a government news writer now, Hydrocephallus should know the basics of public relations for government offices. He should humble himself and get some pointers from his victim Ma’am Malou who knows that by heart.

First, know the mortal sins of media relations. Never intervene in the editorial prerogatives of an independent news outlet. Second, never threaten reporters or compel them to tow your line.

Hydrocephallus violated all those. At the height of his failed bid to usurp the KIO, he threatened Kapuso Ken. “Ha, ikaw gali atong gabalita sg interview mo kay Malou sa radio? (“So it was you who aired the interview with Malou),” he queried him. The poor reporter smiled uneasily. But Hydrocephallus continued: “Bantay ka lang (Watch out.)”

Making personal calls to publishers pleading or intimidating them from publishing my columns at the pain of losing advertisement contracts, is a mortal sin and that only proves Hydrocephallus still has lots to learn from Ma’am Malou.

Ma’am Malou may not be as prolific as reporters who go through the daily grind of submitting news materials before deadline, but she has one thing that Hydrocephallus does not have – goodwill with the press.

Through all the years that I have been gathering news at the Kingdom by the River, Ma’am Malou has earned the privilege as being regarded as the “nanay-nanay” or mother goose of sorts, to reporters. She seldom writes feature stories but she has the grace of making reporters feel at home, offering them coffee, data and referrals to other officials who could provide more information.

When Malou writes, be it straight news or feature stories, we are assured that what she submits are original, unlike our hero who has cultivated the reputation as a lazy bone and contenting himself copying the works of others that eventually led to his disgraceful exit from a national broadsheet.

The Kingdom by the River is the only one in the region that has no office for “disaster risk reduction and management” pursuant to Republic Act 10121 or Disaster Risk Reduction and Management Act.

Smart alecks inside are sabotaging the administration of King Tura by blocking the establishment of one. Other sub-kingdoms and fiefdoms of the Kingdom by the River already have theirs.

Under the law, five percent of the general fund has to be set aside for, 30 percent of which for immediate response and 70 for the rest of the contingency. That’s automatic and all that a local government needs to do is design a program for expending the disaster fund for approval by parliament.

Once a locality is declared under a “state of calamity”, the chief executive has the power to expend the budget for relief and rehabilitation without further need for an authority for the release of the disaster fund.

The budget ordinance of the Kingdom makes a mockery of that and treats King Tura as a jester. The parliament disapproved the disaster program submitted by the king. Instead, parliament decrees that even under a state of calamity, the king can disburse the disaster fund only when so authorized by the parliament.

I learned of that after the tragic earthquake and tsunami in Japan, when disaster coordinator Jery B admitted on air that the kingdom was ill prepared for disasters for two reasons: it has no disaster risk reduction and management office and its disaster-preparedness program was trashed by Bogart and company.

In other words, King Tura’s hands are tied during disasters; he is hostage to and at the mercy of Bogart who presides over parliament. That must a key to the Grand Plan by the Kingdom by the River being exposed here that Hydrocephallus and his Jijimon reporters are turning to a reality to pave the way for the takeover by his cabal led by their godfather Bogart.

King Tura has to investigate to ferret out the saboteur. The ordinance was surreptitiously slipped on his table for approval without first passing through the scrutiny of Papa Dionisio, the kingdom attorney. It is neither the initial of Papa Dionisio nor Jer B that appears below the king’s signature.

Monalisa lied!

In one of the fora called-for by members of the Catholic Bishop Conference of the Philippines (CBCP), Ombudsman Merceditas Gutierrez claimed there was no probable cause for the House Committee on Justice to impeach her.

She failed to realize that sleeping on cases filed at her office is a betrayal of public trust and a culpable violation of the Constitution. It is her sleeping on those cases why Atty. Romeo Gerochi had been calling her office - “The Office of Monalisa”.

It's true. In a song inspired by the legendary picture of Monalisa, one will come across the line that says; “Many dreams have been brought to your doorstep, they just lie there and they die there.” The same fate has happened to the many cases at her office.

Take the case of Jocelyn “Jocjoc” Bolante, an ally of the Holy ehe...este First family. He is linked to the P728M fertilizer scam. Then the unaccounted P2 billion for the automation of the Comelec of Ben Abalos, also an ally of Pres. Gloria M. Arroyo.

Next is the China ZTE deal with the Arroyo administration followed by the $2B extortion case of former Sen. Nani Perez filed by Mark Jimenez and many more. It seemed that those cases against the undesirable underlings of the administration has slowly disappeared in the course of time.

Worse, the plea bargain agreement entered into by the Ombudsman Office with Gen. Carlos Garcia who is facing plunder charges. It's tainted with corruption and this is what got us so badly disillusioned.

Ombudsman Monalisa ehe... este Gutierrez should know that to conceal a fraud is fraud.In her desire to please her benefactor and protect their comrades, she risked her integrity. Unfortunately. she is now left alone in the mess they're in.

But she refused to be intimidated by impeachment threat when the Supreme Court had already fixed the glitches in the missing point of order. Likewise, to heed to the call of the Senate and the Palace to resign and spare this country from the agony of impeachment.

Instead, she boldly challenge them to go on with their threat of impeachment. Oddly enough, she has that rare guts to defy the favorable option offered by two branches of the government. Maybe she realized it's a mere pittance only.

Now let's look back at this P132M for 413 units of Low-Cost Housing Project of the Iloilo City government for its employees. It started in 2001, ended in 2009 without even a unit completely built. This is corruption of the highest order!

Iloilo City Councilors Atty. Raul Gonzalez, Jr. and Atty. Antonio Pesina called for an immediate investigation of this housing scam. Dir. Virginia Palanca Santiago of the Office of the Ombudsman conducted the probe.

Eventually, Dir. Santiago has confirmed there was a big waste of taxpayers money going to the wrong pockets. So before election in 2004, SP Pesina filed a case against Mayor Trenas, the contractor and some city officials linked to the messy project.

Another corruption case was also filed by Atty. Romeo Gerochi against city officials involved in the housing scam. Yet, unafraid, Mayor Trenas continues paying the bill of the contractor in millions. Despite the slippage of the project, their will was done!

But that is not only what we are looking for. An employee of the Ombudsman at the head office in Quezon City said that Ombudsman Monalisa... ehe, este Ombudsman Gutierrez personally took the housing scam case folder containing the charge-sheets hinting to review it inside her office.

Now we are already 2011. The then mayor is also a congressman now. What we heard lately is that Ombudsman Gutierrez and Cong. Trenas were classmates at the Ateneo Law School few years ago, that's all. No wonder why she slept on his cases for over seven years.

Surprisingly, she boldly say there's no probable cause for the House Committee on Justice to impeach her. My god, she is already in the pot but jumps into the fire. The case of that Iloilo City government prostituted project alone is enough evidence by which I shall judge her!</span></span>

Her sleeping on cases at her office is betrayal of public trust, a deliberate stepping over the line of pardonable behavior and a culpable violation of the Constitution. The tragedy is when those cases become a scroll to form the basis of her blasphemy!

The internet enabled me to overcome the self-censorship of local papers which used to publish my columns. Hydrocephallus might have succeeded in barring my opinion pieces from papers in the kingdoms by the Lunok (temporarily, by the Mall) and by the River but my ideas still got across to readers.

Despite the carrot-and-stick tactic he employed on local publishers my thoughts still landed in hard copies across the Guam(aras) Strait to the kingdoms of Smiles and Khan Laon. The Bisaya Daily Star, the leading newspaper there has patronized my columns, freely helping itself on my columns posted in my blog <peterjimenea.blogspot.com>. Thanks to publisher Nymphet Lionhearted for picking my pieces.

Hydrocephallus offered local publishers advertisement contracts in exchange for suppressing my columns. They bit the bait which only shows that press freedom faces grave risks in the conventional media. My consolation however, is that, the internet particularly the blogs and social networks like FaceBook and Twitter more than made up for the vacuum and carried forth the cause of justice.

Despite his success in shutting me out in the local papers, Hydrocephallus was unable to shield himself from the blows yours truly delivered in these series. He was so thoroughly exposed as a scheming charlatan that he now behaves like a timid puppy with tail between its legs.

The storm is almost over for Ma’am Malou, the Kingdom Information Office (KIO) and her assistant Bikya whose names were deleted from the payroll on orders of Hydrocephallus in conspiracy with Tibakla and Gin Butlog of the human resources office. The trio wanted the KIO and her assistant to submit new job descriptions tantamount to conceding to demotion and to Hydrocephallus’s bid to usurp the position of KIO. They missed their salaries in February but they prevailed in the end.

Last March 8, I paid King Tura and Dok a visit. They were cordial and they did not take it against me for writing these series unmasking Hydrocephallus and his Jijimons who hatched the so-called “Grand Plan”. Before I left, King Tura smiled and muttered: “Thank you.”

He could be grateful for my columns which exposed the “Grand Plan” as a sinister plot of Hydrocephallus and the Jijimon media to take over key positions preparatory to the entry of Bogart. That scenario is based on the premise that King Tura is sickly and is likely to exit before his term ends.

Hydrocephallus’s loyalty rests on Bogart and his Big Man, the duke in the southern fiefdom. It was Bogart and Big Man who engaged the services of abogado de campanilla Boy Aklas to defend Hydrocephallus from the multi-million damage suit filed by Doc MacJohn bin Ali which is pending today.

Kalipay, Hydrocephallus’s erstwhile business associate, testified in court in favour of plaintiff Doc McJohn. She told the court that Hydrocephallus created a web page in the internet and stuffed it with filth against the plaintiff. He was enraged after Doc MacJohn refused to promote his muni-muni Ritz Jacerla. Actually, the defendant wanted Ms. Evident kicked out from the hospital so that her position be taken over by his muni-muni.

This muni-muni, a married woman, was also the reason why he lost a high paying job in a project funded by the Canadian Urban Institute (CUI), after his wife Rutchild filed a formal complaint for his adulterous tie with the muni-muni, which scandal was corroborated by the petition filed by his co-workers who complained that he and muni-muni turned the office into a motel.

Turning offices into motels seems to be his forte, like what he did in his recent employment at the Kingdom by the River last February 27, a Sunday, where he and Ritz Jacerla played paupas damang from  morning until 4 pm.

I am happy that the cabal plotting to oust Ma’am Malou as Kingdom Information Officer (KIO) balked after having been told by King Tura that writing features and news was the job of Hydrocephallus, not Malou’s whose position requires supervisory function.

Ma’am Malou might have been relieved but she should not let down her guard. Her office is still hostage to the whims and caprices of her tormentor who never showed any sign of repentance for attempting to usurp the position of KIO.

Since he was named head of Kawkaw last September, Hydrocephallus wrote only one news item, one about the rice processing complex funded by the Korean government being erected in the town of Uncle Kid. He has written the second, which is his first column at P-News, last week.

That is his only output since joining the service at the Kingdom by the River. He receives 34,000 monthly but all he can do are the pair of articles. He rather busied himself grabbing additional positions even to the point of sideswiping others in the process.

Ma’am Malou should not let down her guard but pursue her complaints against Hydrocephallus and his co-conspirators who tried to unseat her as KIO and failing in that, deleted her name and that of her assistant Bikya off the payroll.

Ma’am Malou should not let down her guard but prosecute her complaints against Hydrocephallus and company for coercing her to submit a new job description which was tantamount to accepting a lower position and failing to do that, struck out her name and that of her assistant Bikya from the payroll and pressure them further by withholding their procurement requests for office supplies.

In that regard, she should drag into the case Tibakla, the self-ingratiating lady who has the reputation of being willing and ready to spread her legs to obtain a promotion in the Kingdom by the River. Tibakla and her assistant Gin Butlog made pabida of themselves before Hydrocephallus by summarily deleting the names of Ma’am Malou and Bikya from the payroll.

Ma’am Malou and Bikya were unable to receive their January salaries which were supposedly to be released in February 2011.

I wish King Tura would also teach Tibakla and Gin Butlog a lesson on being humane by withholding their salaries for March or April, whichever it may deem him fit.

Hydrocephallus picked the fight and started as strong as a bull while ma’am Malou felt she was weak and alone. However, it ended with Malou scoring a strong and victorious finish while Hydrocephallus whimpered like a bully drenched with embarrassment, his tail between his legs.

Public sympathy, particularly, from majority and old guards of the working media in the Kingdom went for Ma’am Malou. Hydrocephallus had only his Jijimons whom he promised positions in the kingdom as part of the “Grand Plan” to take over key posts and pave the entry of Bogart to replace King Tura. Even his Jijimons are distancing themselves from him save for his rabid lapdog Mountain Green who, ignoring the minimum standard of factualness, continues to call Hydrocephallus “KIO” and Ma’am Malou “ex-KIO”.

The incident proved to be Hydrocephallus’s Waterloo. He exposed himself to isolation. As soon as he picked up the fight, the sympathetic community started sending scattered data on his dark past, like how he was fired from a national daily for dishonesty (plagiarism), and his disgraceful exit from the program funded by the Canadian Urban Institute for being a bully, irresponsible and womanizer.

No less than his own wife filed a formal complaint with the CUI hitting him for being a womanizer, which a separate complaint filed by his associates corroborated. He flaunted Ritz Jacerla, his muni-muni around. He still had the guts to convert their office into a motel much like he did at the palace of the Kingdom by the River last February 27 where they made paupas damang from morning till 4 pm.

The internet, the social network, blogs and webpages are fueling political upheavals in the Middle East and North Africa (MENA). Despite the brute might of authoritarian regimes that clamped down on the conventional media (TV, newspapers, radio), dictators are at a loss how to beat the internet which is now available in pocket-size gadgets like cell phones.


Hydrocephallus and his cohorts tried a similar trick on me. He hacked into my account and called up individual news outlets introducing himself as the new Kingdom Information Officer (KIO) instructing editors to trash these series posted in my blog and FaceBook. Understandably, publishers and editors, want to survive the harsh world of newspaper business that they readily cave in from the carrot-and-stick approach that offers them advertisements for their compliance and denial of publicity contracts should they refuse the carrot. Well, that makes them into rabbits including Mountain Green, the rabid lapdog of Hydrocephallus who keeps on calling Ma'am Malou the "KIO" but with the qualification "ex-" or "former" before the word.


The temerity of publishers could no longer prevent me from reaching readers directly, thanks to the internet, my opinion pieces continue to spread. Thanks to fellow bloggers and social networkers who redistributed  my postings by clicking on the word "share".


For now, the storm buffetting Ma'am Malou, the real KIO, is almost gone. King Tura declared in no-uncertain terms that she is the KIO and should remain in her office, and that she has to proceed with her criminal, civil and administrative raps against Hydrocephallus and his cohorts for oppressing and abusing her. The Ma'am Malou vs Hydrocephallus imbroglio is well discussed in my past columns but suffice it to say that King Tura has instructed Ma'am Malou to submit a media plan.


Ma'am Malou, count me in the media plan of yours. I will not hesitate to use this space to communicate with fellow Ilonggos on the programs and policies of the administration of King Tura.


There is one problem she has to resolve, though: her office is still hostage to the whims and caprices, which are inexhaustible, of Hydrocephallus. Her office has ran out of supplies like bondpaper and ink because Hydrocephallus sat on her purchase requests. He even schemed and succeeded for a while in deleting the names of Ma'am Malou and her assistant Bikya from the payroll. The two were unable to receive their salaries for February while their tormentors, namely, Hydrocephallus, D.. (censored), Tibakla and Gin Butlog were gloating at the misery they inflicted on the pair.


Having been blackeyed by the real KIO, Hydrocephallus and his ever loyal alalay, D...(censored) turned their attention to another would be victim -- Jer Boy. They are now pestering him to submit reports to King Tura on the evacuation of 19 families last week in the Municipality of First Class Tickets when the river overflowed. 


The town managed to attend to the victims of the flash flood and did not even bother to declare a state of calamity as the families affected already went back to their farms.


Hydrocephallus and his alalay fit into what Ilonggos call "palak-palak" referring to people who quickly jump into actions and prematurely without using their common sense much less brains, and thereby, bungling every move.


Jer Boy could only smile at this pair of palak-palak who try to make mountains out of  molehills. The disaster is already gone, the families already resettled to their homes, and the town managed to tend to their needs without seeking succor from King Tura.  That happened because Jer Boy the past years worked with the towns to organize their respective "disaster risk management councils" and hold rescue and rehab drills from the municipal down to barangay levels.


With that, all that Jer Boy has to do is to render a report to King Tura, not to Hydrocephallus and D(censored) as if Jer Boy were their subordinate, that the King need not worry, the town of First Class Tickets has the capacity to implement the "disaster risk reduction and management" program of the Kingdom.


Hydrocephallus and his alalay might continue to pester Jer Boy because they eye the 60 million budget of Jer Boy's program for disaster response.


Incidentally, one of the consultants to the King has unflattering comment for Hydrocephallus: he never learns.


She knows that he has been fired from the Canadian Urban Institute (CUI) due to the same attitudinal problems that were also the cause for the management of a national broadsheet to kick him out earlier. He thinks people are toys to be used or objects to be sideswiped on his way to the top.


His colleagues wrote a petition asking CUI bigwigs to fire him but the more serious one came from his own wife who filed a formal complaint hitting him for his adulterous tie with Ritz Jacerla, a married woman, who he flaunted around. 


Both turned the CUI office into a motel, very much they are doing now at the palace of the Kingdom by the River like what they did last February 27, a Sunday, where they made paupas damang at his office from morning until 4 pm.

In my 11^th piece filed here on March 1, I wrote: “After this piece, I am momentarily suspending subsequent sequels. I want to believe this assurance myself unless provoked again”.

I am constrained to write a sequel anew. Hydrocephallus is just incorrigible. I thought that the dressing down he got from King Tura last February 28 gave him enough lesson on being humane. He is still the same scheming and insidious person I have known.

For those who haven’t read earlier episodes, Hydrocephallus is one lucky guy posted to head the Kawkaw Division of the Kingdom by the River last September, as an accommodation by King Tura to Bogart his backer. He had no academic attainment nor experience to qualify, he is no t even a civil service eligible, yet King Tura still accommodated him.

However, in so short a period, he schemed with Dok Kagaw to expand his dominion by “dissolving” three offices, namely his Kawkaw, the Kingdom Information Office (KIO) and the Radyo Mo, and merged them into Kawpid, a spurious creature created neither by law nor ordinance, and of course, with himself as head of it.

He swung and keeps on swinging his arms wide and hit others in the process. He claimed to be the new KIO and to prove that, he attempted to evict Ma’am Malou, the KIO since the reign of King Rading. He had Ma’am Malou’s position renamed “Administrative Officer V” and no longer head of the KIO.

Ma’am Malou, however, refused to take her de facto demotion sitting down. She did not sign her new appointment. Angered by her resistance, Hydrocephallus and his co-conspirators, namely, the ravishing Tibakla and Gin Butlog,  deleted the names of Ma’am Malou and her assistant Bikya from the payroll.

Last February 28, Ma’am Malou and Bikya approached King Tura and informed him of her intention to file a complaint against Hydrocephallus and his co-conspirators. King Tura was sympathetic. He encouraged her to proceed with her case as it was her right. He further gave Hydrocehallus and Tibakla a thorough dressing down in the presence of Ma’am Malou and Bikya.

King Tura ordered Hydrocephallus and  Tibakla as follows: a) Ma’am Malou was not demoted, thus, could not be evicted from her office at the second floor of the palace of the Kingdom by the River; b) the ones to do daily press releases are Hydrocephallus and Early Riser, and they had to do that at the former’s office at the 4^th floor; and c) the February salaries of Ma’am Malou and Bikya had to be released immediately.

Hydrocephallus and  Tibakla nodded in the presence of King Tura but schemed again to make life hard for the two women by requiring them to cross seven seas and seven mountains to get their wages. Hydrocephallus slept on the January daily time records of Ma’am Malou and Bikya for four days.

King Tura gave the order to release the salaries of the two employees on February 28 yet. But Ma’am Malou and Bikya were informed by the human resource office and the accounting that they had to submit also their daily time records (DTRs) for the month of February. So, instead of “immediately”, compliance may take weeks.

The accountant who issued that requirement must be still in grade one section 10. In government payroll system, it is the record of the previous month that is the basis for the release of salary of the current month. So had Hydrocephallus and Tibakla released the February salaries of the two in the same month, submission of the January  DTRs suffices.

I haver vowed to SO (suspend offensives) this time  but Hydrocephallus and his ilk Tibakla are just too incorrigible. He deserves scant respect from media colleagues who know him throughout as a plagiarist, the reason he was booted out from a national broadsheet.

From September until today, he has not written a single press release and left that burden to do that on Early Riser. He is busier scheming how to spend the 9.7 million budget that the parliament mistakenly appropriated for Kawpid which is a fictitious, if not illegal, entity.

The only thing he has done so far, aside from his botched attempt to kick Ma’am Malou out, is his success in turning the palace into a motel, like what he did last February 27 when he and his muni-muni Ritz Jazerla made “paupas damang” from morning until 4 pm in his office.

Their “Grand Plan” has gone pfffftttt! Bistado na!

We thought that this series ended with the 8th but I was constrained to write sequels as the characters here are just incorrigible. I promised a member of Task Force Pagbag-o that I would stop dragging him in the imbroglio with Hydrocephallus who continues to oppress Ma’am Malou, the Kingdom Information Officer (KIO).

But they withheld the salaries of Ma’am Malou and her assistant Bikya for the month of February. It was downright illegal, yet, it encouraged more Hydrocephallus, Tibakla and Gin Butlog to delete the names of Malou and Bikya from the payroll. I can only imagine the torment the two ladies have gone through seeing their kids writhing in hunger because their salaries have been detained.

Last Monday, February 28, Ma’am Malou paid a call to King Tura informing him of her decision to file a complaint with the Civil Service Commission (CSC) against Hydrocephallus and his co-conspirators. King Tura was sympathetic of her and immediately called Hydrocephallus. In the presence of Ma’am Malou and Bikya, King Tura gave Hydrocephallus a thorough dressing down.

I hired you and Early Riser because you both are journalists and I expect you to do the press releases and feature stories to promote the name of the kingdom. Why did you compel Malou to do what I obliged you to perform? It is your obligation to write, not hers, thundered the king.

As for the office of the KIO, Hydrocephallus has to stay put in his office upstairs while Malou stays in her office and no one, no one can ever evict her from there, so ordained the King. Here, I thought everything is fine since then.

But minutes after they left the king’s chamber, Hydrocephallus went to Ma’am Malou reminding her to write feature stories but Malou snapped back  reminding him what the king had decreed. 

         That does it. Hydrocephallus has the talent to write but is 

         just lazy. He has no bone to make the rounds to gather data, 

         the more tedious part than writing proper itself. Since 

         his appointment last September as head of Kawkaw, the 

         office that supposedly links the kingdom with its 

         community of subjects, Hydrocephallus has not written 

         a single story.

He threw the load on the shoulder of poor Early Riser who is just harassed complying with the orders of Hydrocephallus who, incidentally, is not his supervisor and, therefore, has no power of dominion over him.

What about the reported dissolution of the three divisions, namely: Kawkaw, Radyo Mo and KIO, and their merger into one super-office, Kawpid, that Hydrocephallus claims to head? Well, that is still subject of the complaint filed by Ma’am Malou with the CSC.
